THE POSITION

The Officer in Charge is responsible for the overall management of the Sub-branch operations inclusive of a loan portfolio, generating new business in support of the Corporation’s annual objectives, leading and developing a high-performance team, and managing customer relations. The Officer in Charge represents DFC in the local community through active participation in community affairs and participates in the marketing of the Corporation’s products and services.

Qualifications & Experience

  1. A Bachelor’s Degree in Business Administration, Accounting, or related field
  2. Three (3) years of experience in the appraisal, implementation, and management of loans. (Experience in developmental loans/projects would be an advantage).
  3. Three (3) years of experience in Supervisory Management.

Required Knowledge, Skills & Abilities

  1. Superior communication skills – ability to receive and convey written and verbal information effectively with customers and employees at all levels.
  2. Customer service-oriented – must be able to display positive attitudes and behaviors, which demonstrate an awareness and willingness to respond to and meet customer’s needs, requirements and expectations.
  3. Ability to interpret and analyze financial data to originate sound loans as well as to maintain a performing portfolio.
  4. Proficient in MS Word, Excel and Outlook; and familiar with new channels used for mass communication.
  5. Ability to focus on the details and apply critical thinking techniques.
  6. Ability and willingness to travel frequently, as required. This requires the possession of a privately owned motor vehicle and valid driver’s license.
  7. Understanding DFC’s role as a development bank and its mandate to shape Belize’s economic and social landscape.
  8. High ethical standards and uncompromising sense of integrity.
  9. Working knowledge of Spanish.

Key Responsibilities Include:

  1. Generate new customer leads through various channels.
  2. Achieve monthly targets relating to loan approvals, disbursements, portfolio quality and growth.
  3. Ensure client satisfaction through regular and timely engagement.
  4. Conduct property valuations for properties offered as loan collateral.
  5. Review loan documentation for all applications processes at the Sub-Branch to ensure project, viability, adequacy of submissions and collateral quality.
  6. Review and approve loans and disbursements within delegated authority and recommend those above that level to the relevant authority.
  7. Manage the Sub-Branch’s loan portfolio to ensure loan portfolio quality consistent with the key performance indicators established annually by the Corporation.
  8. Review, approve and/or recommend sound loan servicing action consistent with the approved loan policies and guidelines.
  9. Lead the development of the Sub-Branch’s annual marketing strategy and plan in participatory approach.
  10. Oversee the general operations of the Sub-Branch.
  11. Contribute to the Human Resources Management Function of the Corporation by providing direction to employees by effectively communicating job expectations, evaluating job performance, determining training needs and provide training, coaching, counselling, address disciplinary issues and recognizing employees, and enforcing policies, procedures, and productivity standards.
  12. Prepare the annual budget for the Sub-Branch in terms of approvals, disbursements, loan portfolio growth and performance indicators, operating expenses and capital expenditures.
  13. Actively promote the Corporation’s financial services.
