THE POSITION

The Monitoring & Evaluation (M&E) Officer is responsible for designing and implementing monitoring and evaluation activities to assess the performance and impact of DFC’s programs. This role ensures that key development milestones are effectively tracked, measured, and reported in alignment with the Monitoring, Evaluation, Accountability, and Learning Strategy (MEALS). By collecting and analyzing relevant data, the Officer will support evidence-based decision-making, enhance operational effectiveness, and strengthen DFC’s ability to achieve its development objectives.

Headquarters Office, Belmopan

Education & Experience

  • A minimum of a first degree in a relevant field. Master’s degree or equivalent in Statistics, Finance, Economics, Business Administration, International Development or any other related field will be an advantage.
  • At least five years of specific experience in the monitoring and evaluation of programs, preferably financed by international financing institutions or bilateral agencies.
  • Demonstrated knowledge of current monitoring and evaluation theory and practice.
  • Experience in the design, implementation and/or evaluation of development programs.
  • Demonstrate knowledge of the business, economic, innovation and entrepreneurship environment in Belize.
  • Experience in development banking would be an asset.

Key Responsibilities Include:

The Monitoring and Evaluation Officer will implement the M&E Framework and ensure effective and efficient utilization of the overall M&E System to ensure Development Impact reporting as well as availability of outputs for decision making.

1.MEAL Planning & Budgeting

Develop and manage an Annual MEAL Work Plan and budget, ensuring alignment with DFC’s Business Plan and Annual Work Plan.

2. Stakeholder Engagement

Establish and maintain relationships with stakeholders to access credible data and support specialized evaluation activities.

3. Data Sourcing & Utilization

Identify and utilize publicly available datasets to enhance Development Impact reporting.

4. Third-Party Reporting & Collaboration

Collaborate with clients, Branch Managers, and Relationship Officers to encourage third-party reporting and strengthen data collection efforts.

5. Data Collection & Quality Assurance

Ensure data collection tools (e.g., application forms, online portals) are suitable for gathering baseline information and that data consistency is maintained across all business lines.

6.Compliance & Reporting

Monitor and ensure compliance with reporting requirements for externally funded projects.

7. Evaluation Design & Methodology

Develop Terms of Reference for evaluation activities and assess proposals for methodological soundness.

8. Quality Review & Assessment

Review evaluation reports and Consultant deliverables for technical quality and accuracy.

9. In-House Evaluation & Analysis

Design and implement in-house evaluation tools (e.g., surveys, focus groups), analyse data, and generate insights.

10. Develop Impact Communication

Collaborate with the marketing team to present impactful Development Impact stories to stakeholders.

11. Product Development Support

Collaborate with product development teams to integrate measurable development outcomes into new loan products.

12. Case Studies & Impact Reporting

Prepare case studies and reports to document lessons learned and demonstrate DFC’s impact.

13. Employee Training on Data Reporting

Develop and deliver training sessions for employees on data collection and reporting to support the Monitoring, Evaluation, Accountability, and Learning Strategy (MEALS).
