THE POSITION

The Chief Financial Officer (CFO) is a key executive leader at the Development Finance Corporation (DFC), responsible for overseeing all financial operations to ensure the organization’s financial health and long-term sustainability. This role involves strategic financial planning, risk management, and financial oversight to support DFC’s mission of fostering economic development in Belize. Additionally, the CFO provides executive leadership for People Operations, Corporate Services, and Legal functions, ensuring alignment with DFC’s strategic goals and operational efficiency.

Education & Experience

  • M.Sc. Degree in Finance, Accounting or Management; or Professional Accountancy Certification (e.g., CPA, ACCA).
  • Minimum of 5 years of related experience in a senior leadership role.

OR a BSc. Degree in Finance, Accounting or Management; or Professional Accountancy Certification (e.g., CPA, ACCA).

along with a minimum of 10 years of related experience in financial management, with at least 5 years in a senior leadership role.

  • Strong knowledge of financial regulations, accounting principles, and risk management.
  • Proven leadership skills with special concentration on strategic planning, change management, and communication.
  • Thorough understanding of DFC’s unique role in the financial services sector and priorities of a development bank, including their propensity for higher risks and the implications for risk management.
  • Ability to synthesize data and measure the impact of trends on an organization.
  • High ethical standards and uncompromising sense of integrity.

Key Responsibilities Include:

  • Financial Strategy and Planning: Develop and implement financial strategies, oversee budgeting and forecasting, and provide financial insights to support business objectives.
  • Financial Management: Manage financial operations, including accounting, auditing, and reporting, ensuring accuracy and regulatory compliance.
  • Risk Management: Identify and mitigate financial risks, including credit, market, and operational risks, while ensuring compliance with industry standards.
  • Leadership and Team Management: Lead and mentor teams across multiple departments, foster a culture of high performance, and drive digital transformation initiatives.
  • Investment and Funding: Oversee investment activities, manage the Corporation’s portfolio, and secure funding opportunities to support growth and sustainability.
  • People Operations Functions: Oversee all aspects of the Corporation’s people operations function to maximize employee performance and mitigate HR-related risks.
  • Legal Functions: Oversee the Legal Department to ensure effective legal risk management and compliance with corporate policies.
  • Corporate Services Functions: Oversee procurement, facilities, and records management to ensure operational efficiency and regulatory adherence.
